HUD/VASH Program Manager West Los Angeles

This position reports directly to the Executive Director and/or Director of Behavioral Health of U.S.VETS and is responsible for the coordination and supervision of all HUD/VASH services and programs delivered by United States Veterans Initiative (U.S. VETS) on the West Los Angeles Campus. The main function of HUD/VASH is to assist homeless veterans and their families to achieve their highest level of independence and successfully transition to and maintain permanent housing.

FLSA Classification: Exempt

Responsibilities:
  • Develop a therapeutic milieu in accordance with the U.S.VETS Mission and Philosophy
  • Monitor programs and departments progress in meeting goals and objectives
  • Engage in a weekly administrative meeting with VA/CORs/ Contract Liaison(s)
  • Develop and maintain collaborative relationships with community partners to include the Veterans Administration, community partners, the local Continuum of Care, housing facilities, landlords, donors, funders, agencies and other programs to successfully deliver services to veteran clients and their families.
  • Act as the point of contact for VA HUD/VASH correspondence and participate in meetings with the VA HUD VASH Coordinator/Deputy Coordinator/Contract Coordinator
  • Ensure that the Contract performance requirements are being met
  • Supervise VASH Case Supervisor to ensure implementation of VASH contract and meeting of goals
  • Supervise and provide oversight for facility maintenance and processes related to site maintenance and repairs
  • Supervise Veteran Services Coordinator to ensure residential assistance needs of clients are met
  • Supervise Outreach Coordinator and strategize to ensure high rate of unit utilization
  • Facilitate regular meetings with program staff and report on program progress and outcomes to Executive Director
  • Maintain overall organizational integrity within the site and compliance with all federal and other regulations
  • Identify and develop additional programs/resources at the site in conjunction with Executive Director
  • Oversee client care guidelines and ensure that legal requirements are met in collaboration with the Clinical Department and VASH regulations
  • Provide direct service to clients through crisis intervention, counseling, case management, client grievance/dispute resolution, outreach, and other service activities as necessary
  • Ensure all inventory accepted and given out is properly received and documented, as well keeping an accurate inventory of supplies
  • Participate in weekly U.S.VETS Programs Conference Call facilitated by U.S.VETS National Office designee
  • Perform crisis intervention, client staffing, and unit visits as needed to address client needs and issues
  • Assist with developing and updating client forms and program policies
  • Assist with administration of payroll by reviewing time sheets of direct reports for accuracy and ensuring timely submission
  • Coordinate special projects as identified by Executive Director
  • Perform other duties as required
  • Staff must have a valid drivers license and meet company insurance requirements and complete a provided driver training course and drive company vehicles for work-related activities to include client transportation


Qualifications
Requirements:

  • Knowledge of VA HUD/VASH Program preferred
  • Masters Degree in Social Work, Counseling, Marriage and Family Therapy and/or Psychology. LCSW or LMFT licensure required
  • Availability to be on call 24-hours for crisis management
  • Ability to pass a Security/background investigation via National Agency Check with Written Inquiries (NACI) and a Special Agreement Check (SAC) which includes electronic fingerprinting
  • Must qualify to complete the credentialing process through the VAs VetPro system
  • Ideal candidate will possess at least two years experience in program management, staff supervision, program development, and budget management as related to programs.
  • Experience working with veterans, homeless individuals, disabled individuals, and/or families in need and culturally diverse populations
  • Ability to communicate and work effectively with diverse groups of individuals, to include clients, staff, and community stakeholders
  • Leadership and conflict management skills are essential
  • Excellent written and oral communication skills
  • Demonstrated personal and financial integrity in the workplace, and a strong work ethic
  • Valid drivers license required. Must meet company insurance requirements and complete a provided driver training course
  • Ability to work independently and within a team-approach environment

Founded in LA more than 25 years ago, U.S.VETS now has 30 residential sites and services centers across the country, with more in development. With the goal of ending veteran homelessness, U.S.VETS launched prevention programs, focused on jobs and mental health, and advocates on the State and Federal level for resources to help service members transition successfully to civilian life.
